Raymond AlQaisi

Policy and Advocacy Manager

Raymond AlQaisi is NCAN’s policy and advocacy manager. In this role, he works to advance NCAN’s federal and state policy agenda, through policy analysis and issue-tracking, and to build the advocacy capacity of our member programs.

Prior to joining NCAN, Mr. AlQaisi was a policy associate at AccessLex Institute’s Center for Legal Education Excellence. At AccessLex, he advanced policy and advocacy to promote access, affordability, and value in legal education and, more broadly, graduate and professional education. In this position, he developed and executed advocacy strategies, assisted members in bolstering their advocacy capacity, and conducted policy analyses such as the co-authoring of two public reports on federal student lending.

Before AccessLex, he served Lumina Foundation’s Washington, D.C. office in support of the federal policy and postsecondary finance portfolios, and prior to Lumina, in the City University of New York’s central administration supporting federal student aid policy initiatives.

Mr. AlQaisi received his Master in Public Policy from Georgetown University, where he completed a research fellowship through support from the Deloitte Foundation, and his Bachelor of Science from Stony Brook University in New York.
